Allow reference telegrams from 2036-01-01 or later
- On 2036-02-07 NTP timestamps will rollover to zero,
NTP era 0 ends and era 1 starts. The NTP server is now able to work beyond this date.

NTP clients are responsible to handle the rollover correctly and not jump back to 1900-01-01.

telegrams after 2024-01-01. The result was a LOST or INIT state of the NTP server.
